The STF probe comes in the wake of busting of a fake marksheets racket operating in Gwalior and Morena.

Two men – Rishi Raj Chaturvedi and Anil Chaturvedi – had managed to get fake Class 12 and DEd marksheets which were used to secure jobs of contract teachers in schools run by Sabalgarh janpad panchayat in 2013.

The educational testimonials of these two teachers – arrested in January, 2016 – were never verified by Sabalgarh janpad panchayat officials or school management.

The matter came to light in December, 2015 following a complaint to the STF.

Police arrested the duo in January and busted a fake marksheets racket run by a Gwalior-based lawyer Ramesh Kushwah and his computer operator aide Rehman Beig.

While Beig is yet to be taken into custody by MP STF from Tihar jail through a production warrant, five others, including the two contract teachers, their colleague Mukesh Shakya who aided the fraud, lawyer-turned-racket kingpin Ramesh Kushwah and middlemen Komal Kuttan Sharma, Bhola Nath Sharma – have been arrested.

Legal hurdles

Delay in getting information about two fake DEd marksheets from the MP Madhyamik Shiksha Mandal might adversely affect prosecution of the two accused.

The STF has thrice written to the MP Madhyamik Shiksha Mandal asking for details about the enrollment numbers, serial numbers and the exam roll numbers mentioned in the fake DEd marksheets of the two teachers but the state secondary education body is yet to render the information.

“The enrollment numbers, roll numbers and serial numbers mentioned in the two fake DEd marksheets might have been lifted by fraudsters from original marksheets of other candidates. Getting the details about the two candidates -- who were originally allotted the numbers – will help us know whether the original candidates had willingly shared details of marksheets or the details were used by the racket without their knowledge,” Sharma said.

If the two original candidates been hand in glove with the arrested persons, they will be made accused in the case or they could be used as key prosecution witnesses against the accused.

As the STF has to file a chargesheet in the case in Bhopal next month, investigators feel non-availability of information might lead to filing of an incomplete chargesheet.

The Madhyamik Shiksha Mandal officials refused to comment on the issue.
