HUDA clean chit to Haryana guv secy

Haryana Urban Development Authority (HUDA), in its latest inquiry report into the oustee quota plot allotments, has given a clean chit to secretary to Haryana governor Neelam P Kasni and additional deputy commissioner, Panchkula, SP Arora, and has put the blame on chief town planner, urban local bodies, Geeta Prakash.

Oustee quota plots were meant for those whose land was acquired for setting up sectors. As per the policy in vogue in 2005, plots could be given to oustees only in the sector for which their land was acquired but some people were made to benefit by allotment of plots in other more developed sectors.

A previous inquiry, conducted on orders by the Punjab and Haryan high court, by HUDA chief vigilance officer Vikas Gupta pointed out 12 illegal allotments. The latest inquiry by former HUDA administrator Sanjay Joon claims only four allotments were illegal.

IAS officer Kasni was the chairman of the screening committee that decided on the allotments in her capacity as the HUDA administrator when the allotments were made to ineligible people in 2005, while Arora was the estate officer. Prakash as district town planner, Panchkula, was part of the committee.

“It is a one-sided report. Sanjay Joon who finalised this report did not try to know what the role of each member in the committee was. My role was just to inform how many plots of particular category were available in a specific sector,” Prakash told HT.

She also claimed to have left the screening committee meeting (that decided on the allotments) after 10 minutes. She claimed that she sent a copy of the minutes of the proceedings later, and she signed that sheet. “This stand of her (Geeta Prakash) is not legally tenable. An officer is supposed to sign the proceedings only after proper verification. Once proceedings are signed, it cannot be said that meeting was not attended.” HUDA has informed the HC that the competent authority to take action against Prakash is the government and the matter is being referred to it.

A previous inquiry, conducted on orders by the Punjab and Haryan high court, by HUDA CVO Vikas Gupta pointed out 12 illegal allotments.

The second inquiry by IAS officer Sanjay Joon says the illegal allotment was only in four plots.
