“The director general of police and the chief secretary are required to ensure the well being of villagers,” the bench ruled.

Shiv Lal Bairwa, DSP, Ramganj Mandi police station under whose jurisdiction Julmi village falls, said that no such case has been registered by the villagers on the issue.

“We have not received any such complaint. Mining of Kota stone is done in Julmi but not on a very large scale. We had received information that some labourers were occupying land for mining but there was no official complaint or FIR lodged,” said Bairwa.

Hemant Sharma, superintendent of police, Kota rural, said, “I have not received any such information about the Supreme Court order. If the SC has directed the DGP and chief secretary of Rajasthan, then the order will reach me duly through the official process. We will take appropriate action only after that.” The apex court was hearing a plea filed by Rekha, a tribal who hails from Julmi village in Kota district.

She alleged that some mine owners treat the tribals as their bonded labourers and have demolished about 42 of 60 houses in the village to usurp their land. The plea also claimed that some unidentified persons abducted Raniya, husband of petitioner Rekha, on December 4, 2015.
