Budget for UT schools under Sarva Shiksha Abhiyan is Rs 65 cr for 2016-17

The Annual Work Plan and Budget (AWP&B) 201617 of UT schools under the Sarva Shiksha Abhiyan (SSA) was approved in the integrated Project Approval Board (PAB) meet in April and Rs 65.57 crore was finalised.

The full report of the meeting was shared by the Centre last week. SSA is the government’s flagship programme responsible for achieving universalisation of elementary education in a time bound manner.

For 2015-16 the budget was Rs 59.6 crores, so the outlay is 9.88% more this year. The expenditure for the last year was Rs 57 crores.

According to the report, Rs 2.09 crore is approved for free textbooks for classes 1 to 8. Rs 89 lakh is approved for inclusive education for children with special needs (CWSN). PAB approved the outlay under inclusive education for 2,890 CWSN identified at a unit cost of Rs 3,000 per child. School grant and project management cost including state project cost (SPO) and district project cost (DPO) of Rs 1.96 crore for this academic year.

The board advised Chandigarh that all children enrolled in different interventions under ‘Special Training’ should be given a unique ID. It should be ensured that all children from special training centres are mainstreamed into regular schools and after that they are not enrolled in special training centres again. Hence, the PAB approved Rs 2.7 crore for 5,110 out-of-school-children.

For teachers’ training Rs 34 lakh were sanctioned. For academic support and supervision at block and cluster level, another Rs 1.12 crore is approved. Another Rs 1.3 crore is approved for Learning Enhancement Programme (LEP).

In addition to this, the panel approved Rs 25 lakh for computer aided learning for 16 schools in UT. Another Rs 18 lakh is approved for teacher grants and Rs 3.4 lakh for research and evaluation activities at the state level.

The PAB also approved an outlay of Rs 53 crore towards 1,036 teachers’ salary, which accounts for 80.88% of the total approved outlay. Finally, another 22 lakh is approved for civil works in UT.

In the assessment of 2015-16 goals and further target for this year, many parameters were achieved.

RS 50 LAKH FOR ‘PADHE BHARAT, BADHE BHARAT’

A new component ‘Innovation’ has been added in the Annual Work Plan & Budget (AWP&B) this year. 50 lakh have been approved for this component in UT, the funds will be used for implementing ‘Padhe Bharat, Badhe Bharat’, an initiative for learning outcomes in elementary classes and for special projects like twinning of schools (from rural to urban and urban to rural), co-scholastic activities, activities for highlighting cultural heritage. Rashtriya Aavishkar Abhiyaan (RAA) to promote experimentation is also another part of this.
