False medical certificates: PU to write to medical council

Two days after Hindustan Times highlighted that a city-based doctor, Dr R Gupta, was allegedly issuing false medical certificates to Panjab University (PU) students to help them get leave approved and meet attendance norms, chief medical officer (CMO) of the PU’s on-campus health centre, who is probing the issue, said he would write to the state medical council seeking action.

HT had reported how the CMO had received 800-odd medical certificates ahead of exams, of which most were from Dr R Gupta, who has denied having issued any certificates. Dr Gupta had said his staff might have misused letterheads or that someone could have got a fake stamp made.

CMO Dr Devinder Dhavan has prepared a report to submit to the PU authorities that also carries a complaint letter received from Dr Anupam Jindal, whose letterheads were also being misused allegedly by Dr R Gupta.

Meanwhile, Dr Dhavan received a large number of certificates on Monday too for approval as reason for absence in lectures, there was not a single certificate from Dr R Gupta this time.

Dr Dhavan said, “My responsibility is to submit my observations to the PU authorities. They will take the final call. Also, since the doctor has been playing with certificates, I’ll be writing to the state medical council complaining against him.”

PU registrar Col GS Chadha (retd) said, “No direct complaint or anything in written has been received from the appropriate body yet. I’ll be only taking the administrative action once I receive in writing from the dean, university instructions (DUI), or from the CMO. We do not have a mechanism to decide who is wrong. Thus, let us get the case examined first; then we shall take the required action.”
