As per the recommendations of the committee, colleges have to complete 40 hours of teaching per week and as per the calculations of the principals, the schedule of the daily time table had to be stretched by around one-and-a-half hour per day.

The committee members say that the principals of the colleges in rural Punjab are not in favour of the system as they will have to come for one-and-a-half hours extra to the college, which could be a problem especially in winter.

Commenting on this, vicechancellor Professor Arun Kumar Grover said, “The colleges should not have any problems, ideally.”

Meanwhile, Dean Students Welfare (DSW) professor Navdeep Goyal said, “The issue of implementing the five-day teaching pattern in colleges was almost solved as the principals of the city colleges had already approved it and had already given a nod to the proposal. The only thing with which we are still stuck up is the issue of principals of the rural colleges who are not in favour of this system.”

“Punjab faces heavy fog during morning and evening in winter. Thus, they are reluctant to implement the new system,” added professor Goyal.

However, principal of Master Tara Singh Memorial College for Women, Ludhiana, Parveen Chawla said, “How does it matter if the principals of the Chandigarh colleges or Punjab colleges are in favour or against the system, when the Punjab government is not willing to take up the issue?”

“We have been discussing in meetings that this system will be a trouble for a lot of students and staff, especially the women staff who comes to the colleges by themselves. Moreover, it will be a problem for students to stay back till 5pm in the coming winter season.”

The issue was taken up last year at the syndicate and an eight-member committee was constituted, which was chaired by the dean university instructions (DUI), Panjab University, to work out the modalities for the system. As per the committee members, the recent meeting was held three months back, where all principals had agreed to implement the system in colleges, but nothing has been done in this regard so far.

Going by the University Grants Commission (UGC) rules, a total number of teaching days should be 180, while the number of teaching days in the colleges should be approximately 229. The UGC rules also state that there should be six hours of teaching per day.
