Panchkula city has been chosen on a pilot project basis in Haryana to start dealer point registration of new private vehicles.
The new procedure, which will be implemented in the coming days in Panchkula city, would finish off the hassles that a common man endures at the hands of registration authorities by first buying the file, furnishing the documents and then waiting for the Registration Certificate (RC) where delays usually take place.
“The new system will bring transparency. It will weed out corruption as menace of agents has always been there. As dealer has to verify the documents, it will help us also. Earlier, sometimes people have to come a number of times to E-disha in Panchkula (where registration takes place) in case their files are not complete, but now the process will become efficient,” said Sub Divisonal Magistrate (SDM), Panchkula, Radhika Singh, who is regulating authority for registration of vehicles.
She added, “As of now we are busy in International Yoga Day preparations. We have called the meeting with dealers next week and will implement the system as early as possible.”
New Procedure
Under the new procedure, the dealer will submit form number 20 online which is the application for registration. Either the vehicle owner or the dealer shall deposit all taxes or fees applicable in the office of registering authority, Panchkula. Subsequently a unique number will be generated by the dealer and permanent registration mark will be allotted to the owner.
The fee for affixation of High Security Registration Plate (HSRP) will be deposited at counter provided at dealer point. The dealer will take the receipts of fees submitted from vehicle owner and after completing the documentation shall submit the file within 2 working days.
The Registering Authority shall process the file and after completing all the formalities required as per rules and shall deliver the RC to the dealer’s authorised person within 7 days.
The dealer shall hand-over the RC to the vehicle owner only after affixation of HSRP. The Registering Authority would furnish the list of authorised persons submitted by the various dealers for uploading on transport department website.
“The passing of the private vehicles has been delegated to assistant Regional Transport Authority (RTA) from the police,” said SDM Radhika Singh.
