11,000 flats to be launched during DDA scheme 2016

Jul 08, 2016 12:27 PM IST

The scheme will include flats surrendered by people who won the draw in the last scheme and some that have been lying vacant for several years

Punjab-cadre IAS officer Arun Goel took over as the vice-chairman of the Delhi Development Authority (DDA) last year. He speaks to HT Estates about DDA’s plans to launch a new housing scheme and two landmark projects being developed for it by National Buildings Construction Corporation (NBCC)

Give us an update on the land pooling policy. Where does it stand as of today?

We have sent a request to the Delhi government for proceeding further under the land pooling. There is a requisite of declaration of villages as development areas under the Delhi Urban Act and urbanised villages under the MCD Act. These two requests are currently pending. Once these are notified as development areas and as urbanised villages, then it will proceed.

What about DDA housing scheme 2016? When are you planning to launch it?

This is going to come very soon. We will be putting up completed flats in this scheme. These will include flats that are lying vacant with us. We will come out with a scheme very soon under that.

Currently we are doing spot verification. Site verification is on of the vacant flats for which possession has not been taken or which are stuck in litigation. Verification of the records is also going on. As for new stock, that will take some time, approximately three years. So, about 60,000 flats (that will be launched two years from now) are under construction and are being completed in phases. This year’s draw will only include vacant flats and not the new construction.

The scheme to be launched this year will primarily include 11,000 flats. (about 2,000 from the 2014 scheme and 8,500 from the lot of surrendered flats). These will be primarily in areas spread all over across Delhi.

This scheme will include flats surrendered by people who won the draw in the last scheme and some that have been lying vacant for several years. These are spread all over and many of them are in prime areas. The 60,000 units that are currently under construction will be launched under a subsequent scheme.

What about the MoU DDA had signed with NBCC for the Sanjay jheel project and the Karkardooma project? What stage are those projects in currently?

Clear lands were given to NBCC to be developed as smart cities. These included two projects – Karkardooma project (spread across 75 acres) and Sanjay jheel project (spread across 25 acres). For the first time, no officer from DDA was appointed. We have given a list of panel of international specialists to NBCC. This kind of development which is being perceived has not happened in India in the past.

So, DDA has suggested names of international experts, their presentations have been sampled, the people have been chosen and designing is going on. NBCC is developing the projects on our behalf. This will be followed by approvals and then eventually construction will begin.
